Agriculture: 16 thousand hectares auctioned with Banca delle Terre

Over 16 thousand hectares that make up 624 potential farms, for a total minimum expected value of 255 million euros, to be fully reinvested in favor of young farmers.

The fourth call of the National Bank of Agricultural Lands opens today, an instrument created in 2016 to facilitate the meeting between supply and demand and generational change, presented at the ISMEA conference "Let's sow the future".

From 9 June to 7 September it is possible to send expressions of interest for the purchase of one or more land located mainly in the southern regions, with Sicily, Basilicata and Puglia alone covering more than half of the available surfaces. Central Italy follows, represented in particular by Tuscany, with a 17% share, while the remaining 9% is distributed between Emilia-Romagna, Veneto, Lombardy, Piedmont and Liguria. The sales procedure, simplified thanks to an on-line counter, guarantees transparency and simplicity. Young agricultural entrepreneurs under 41 are given the opportunity to pay the price of the land (up to 100% of the auction-based value) in half-yearly or annual installments, for a maximum period of 30 years.



Since its inception, the Nation Bank of Agricultural Lands has offered 530 land for sale for a total of 15,478 hectares; of these 8,345 hectares have been awarded, allowing the recovery of 84 million euros destined to support, by law, new interventions in favor of young people.



Currently powered by agricultural land deriving from Ismea's land operations, the National Bank of Agricultural Lands can also collect land areas belonging to Regions and Autonomous Provinces and other public entities. 

There are three main innovations in the tender which provides for an average area of ​​26 hectares, starting from the increase in the total number of sales attempts from three to four and then the possibility for the land at the fourth auction, to present free offers both in increase and decrease compared to the auction base value and finally the extension of the deadlines for the presentation of the expression of interest from 60 to 90 days.

After sending the expression of interest, which takes place according to a guided procedure, you can participate in the sale procedure by submitting your own economic offer. In Italy, land accounts for an average of 60% of the value of company assets, with peaks reaching up to 81% in the case of less capitalized companies. The land base therefore represents the greatest barrier of entry for those who want to undertake an agricultural activity, an often insurmountable barrier for many young people who do not operate in generational continuity but are entering the sector for the first time.

An issue that must be seen in the context of a still rather low rate of generational turnover.

While in Europe for every 100 farm heads over 65 there are 32 young people, in Italy there are just 19. In this regard, according to the latest data available, there are over 300,000 farms with an elderly farm manager, of retirement age without expectations family succession.

"The National Bank of Agricultural Lands is a fundamental tool because, by offering land, it implements the measures to implement agriculture 5.0, a way also to involve young people in this beautiful world that binds us to culture and tradition". This was stated by the Minister of Agricultural, Food and Forestry Policies, Stefano Patuanelli, who spoke at the presentation of the fourth edition of the Bank which is selling over 16,000 hectares of agricultural land throughout Italy. "It is a project that makes it possible to rediscover the value of the earth with new elements, such as innovation, sensors, the reduction of the environmental footprint on production and emissions - Patuanelli specified - it is a question of restarting with new awareness. Bank delle Terre is aopportunity that has many legs to develop. Surely there will be no shortage of resources and not even ideas from Italian agricultural entrepreneurs. We need the new generations to continue on different paradigms ".
