Crisis requires, Urssaf had to refocus its activity on targeted actions. Adjustments are down 15% from 2019.

The fall is significant: in 2020, Urssaf recovered 605.7 million euros in contributions for the fight against undeclared work.

That is to say a decrease of 15% compared to the year 2019. This decrease owes nothing to chance.

With the crisis, the control activity of the administration responsible for collecting social charges has been undermined.

The various confinements, and in particular the first where almost the entire economic fabric was at a standstill, hampered the work of the inspectors who were unable to visit the companies.

In total, 25,194 actions were still taken during this very special year.

In an effort to optimize, Urssaf refocused its control activity on risky situations.

4,556 targeted actions were thus initiated and 89% of them resulted in an adjustment of contributions and social contributions.

"

Among them, the 100 most important adjustments total 52% of the overall adjustments of contributions and social contributions,

" said the administration in its 2020 report, published on Wednesday.

Conversely, all preventive actions aimed in particular at major cultural, sporting and commercial events, logically fell by half over the year.

Focus on posted work

In addition, the fight against posting fraud remained one of the main priorities for 2020. And this even more after the declaration of the Minister of Labor, Élisabeth Borne, last September who explained that it was out of the question. "

That the recovery plan be carried out with posted workers

".

Urssaf therefore initiated actions during the year which generated 33 million euros in adjustments.

A dynamic facilitated by a new agreement signed with the Ministry of Labor which allows Urssaf inspectors to have access to all the data declared in the context of secondment actions.

In addition, the public authorities have entrusted Urssaf with a project to improve the synergy between the Ministry of Labor and social security bodies to better share information on the subject.

Finally, with the explosion of partial unemployment in 2020 - which affected up to 8.4 million employees at the height of the crisis - the administration had to extend its activity to this device. Work has been carried out to optimize the exchange of information with the Ministry of Labor and to target fraudulent situations as best as possible in order to carry out joint checks. "

The checks focused in particular on situations where employers had obtained compensation for the partial activity of their employees, while they had in fact continued their professional activity for the periods compensated

", indicates Urssaf. And logically, given the evolution of the situation in this first semester, these actions will continue in 2021.
