The environmentalist mayor of Besançon, Anne Vignot suspended the municipal decree taken last week to ban the movement of heavy goods vehicles of more than 3.5 tonnes on the main axes of the city.

This announcement comes just after a statement in which the prefecture of Doubs requested the withdrawal of this text, tainted according to it "multiple illegalities".

In the evening, the elected Green announced this suspension "in a spirit of Republican collaboration (...), to allow the opening of a debate" and "to find a lasting solution for all the communities affected by this road traffic ". In her press release, the elected ecologist also said she hoped "that the discussions with the State will quickly make it possible to find a solution for the inhabitants of our city and our territory".

"The debate opened by the taking of the municipal decree (...) confirms the need to work on the regulation of transit, especially international, on our territory", insisted the mayor who was delighted with the forthcoming opening discussions on the subject.

Previously, the prefecture had announced that it had asked, "after a particularly careful examination of the content" of the text, to withdraw it "within a fortnight".

The prefecture wants to determine the measures to be taken

Last week, the municipality banned the movement of heavy goods vehicles in transit of 3.5 tonnes on the RN57, on two departmental roads and on three boulevards, without consulting the prefect or the president of the departmental council of Doubs, according to the prefecture. .

"In addition, (...) the municipal authority must propose, when it prescribes prohibition measures, a detour route which is not excessive in terms of route and duration", which is not the case in this decree, according to her.

The prefecture also underlines that "if the municipal decree mentions risks related to road safety or noise pollution, no specific element or quantified data is provided by the city (...) to justify a prohibition measure general and absolute ”.

The prefecture hopes that this withdrawal will allow "to initiate a broad consultation with all the parties concerned, including with the road transport federations", to determine the measures to be taken.

According to Anne Vignot, the trucks in transit "degrade the quality of life" of the Bisontins.

"These vehicles participate in the saturation of the entrance and the crossing of the city", while there is an "economically reasonable alternative" offered by "the A36 and A39 motorways" which bypass the city at the cost of a detour. 'A minimum of twenty kilometers, she explained last Tuesday.
