Conte-Grillo tension on justice, clash in the M5s

The 5-star Movement is a powder keg, the day after the go-ahead in the Council of Ministers for the justice reform.

Winds of splitting are blowing again, because the opposition between Beppe Grillo and Giuseppe Conte strongly re-emerges.

The parliamentarians rise up, announcing barricades in the Chamber. Alessandro Di Battista and Alfonso Bonafede lead a front of attack against the M5s ministers.

Conte becomes a bulwark of the identity battle over the statute of limitations and attacks the government: "An Italian anomaly is back", is lapidary. But Grillo spent his time on the agreement: he spoke with Draghi, he heard ministers to convince them to vote in favor in the CDM. And in a Movement already in disarray for the lack of leadership, it attracts the ire of those who this time did not want to give up and now openly say that it is time to get out of the majority. In this climate, the go-ahead in Parliament for the reform approved by the government becomes more difficult: not only M5s announces that they want to change the text, FI and IV also prepare mirror and opposite proposals, with a more guaranteeing system. And the times are likely to lengthen not a little.

The day after the CDM giving the green light to the reform, an important detail emerges: Prime Minister Mario Draghi on Thursday heard Grillo, with whom he has been in contact since the formation of the government. The premier could not allow a crucial reform for the Recovery plan to pass with the abstention of the largest party in Parliament. And Grillo reassures him: he will spend with the ministers so that the mediation proposal put forward by Cartabia, with a longer limitation period for crimes such as corruption, after having been rejected several times to the sender in the hours preceding the CDM, is finally accepted. . But this is the passage that displaces and irritates the parliamentary troops of the M5, starting with the "contiani". The corruption proposal was rejected and the abstention line was opted for:why change your mind in CDM ?, asks more than one in internal chats. Little like Grillo's speech, even if M5s sources are quick to point out that "no one has dictated the line to the ministers". The Count himself was constantly informed, ministerial sources underline irritated by the attacks on members of the government. But in the Movement it is already "all against all".

The former prime minister decides to break the silence of the last few days and, at a conference of young entrepreneurs of Confindustria, he goes straight down. He assures that he is not "against Draghi", that he does not want to bring down the government, that he does not want to destabilize it. He says he "appreciates" the work of Minister Cartabia. But then he attacks: "I'm sorry, but I would not sing victory, on the prescription we have returned to an Italian anomaly that was in the past and will be in the future", he says. On the merits, he explains that other mediations had been offered (for example, penalty discounts for excessive length of the trials) and instead the trap was chosen of impediment after two years on appeal and one in Cassation, which does not respect the principles of the rule of law. . We must "find solutions to get in line with theEurope ", he hisses, announcing" legitimate "attempts to change in Parliament. It is a" duty towards the M5s voters ".

The Movement "dropped its breeches" and the ministers were "incapable and fearless", Di Battista declares from South America.

"Fearful and obsequious", defines them Alfonso Bonafede. "What crap", says former undersecretary Vittorio Ferraresi, announcing "struggle" in Parliament. On the blog, the line is defended: the other parties wanted to dismantle the prescription and instead the ministers kept the point: now "we will defend the line in Parliament", even with amendments. But among the simple deputies there are those, like Giulia Sarti, who are calling for an exit from the government. To quell the revolt, the ministers Di Maio, Patuanelli, D'Incà and Dadone will bring together deputies and senators on Sunday. But the irritation at having become a target with such harshness is evident.

They made a decision, says a "governist", while uncertainty reigned around them. To put order in the chaos it would take that understanding on leadership (the 7 mediators return to meet during the day) which is now a little more difficult. Conte - observes one of the seven - with his exit asks to hurry, but does not facilitate the work because the pact with Grillo was that neither of the two spoke in public until the end of the negotiation. But the former prime minister returns to reiterate his conditions: no diarchy, "some principles remain or I'm not there", he declares. If the distinction of powers between the president and the guarantor is not clear, the way will be opened for a split.

On the justice front, in the meantime, the commission led by the Perantoni Five-star barricadero should meet on Wednesday, but it is not certain that the deadline for the sub-amendments to the amendment of 18 articles with the government's proposals will be set soon. It would mean not approving the text in time to bring it to the Chamber on 23 July: everything would be postponed to September (with the risk of running into the budget session in October). Matteo Renzi belittles the problems: "No Vietnam parliamentary, M5s is dead and without the Bonafede reform I feel better". But Iv, like Fi, already announces proposed changes: "Something can be corrected, the mayors' requests accepted" on issues such as abuse of office, says Antonio Tajani. And the five stars get even more irritated.
