Emergency services had to free drivers from their vehicles.
An old people's home was evacuated because of the influx of water.
The city of Erkrath asked on Wednesday morning via Facebook to relieve the sewers.
Residents should only use the toilet if possible - but not the shower and washing machine.
In Bavaria and Baden-Württemberg, too, the heavy rain caused chaos in areas.
The banks of the Rhine and Neckar overflowed in places, as here in Mannheim.
The extreme weather situation is not yet over.
According to the German Weather Service, storms and heavy rain can still be expected in North Rhine-Westphalia, Rhineland-Palatinate, Saarland and parts of Hesse until Friday.
Locally, up to 200 liters of precipitation per square meter are possible.
After the continuous rain, the levels of rivers and lakes in the affected areas could rise.
A flood warning is already in place in many federal states.
