The controversy broke out a month ago, when at a meeting of the Federal Council the Ministry of Education proposed to the holders of the provincial portfolios to create a "pedagogical unit" that would include the 2020, 2021 and 2022 school years.

That meant that, as happened in 2020,

all students would pass a grade

or a year without accrediting their knowledge, having the number of days in which

face-to-face classes were suspended

According to this project, the evaluation of learning would only be considered at the end of the year 2022. The announcement was rejected by the ministers of the City of Buenos Aires, Córdoba and Mendoza, among other districts.

After the controversy, and in a situation similar to what happened with the postponement of the Aprender tests, the Ministry headed by Nicolás Trotta announced this Saturday that it will propose that to pass the year, students must pass at least

70% of the prioritized content

The proposal will be presented at the next Assembly of the Federal Council.

The project, according to official sources, "focuses on increasing teaching times to strengthen the quality of learning from August to December and in February 2022 for those students who need it."

As explained, 70% "account for effective participation in school activities such as:

classes, homework and evaluations

, which express the achievements and progress experienced by the students."

In the case of 3rd and 4th grade of primary school, promotion will occur when students have achieved their

initial literacy

, that is, when they have acquired basic reading and writing skills.

Students who need to reinforce their knowledge will have instances of teaching intensification.

"It is a special period of teaching classes and pedagogical work in February 2022 with the students who finish a class of 5 in the initial level; 6th or 7th grade of primary school; or 5th. 6th. Or 7th year of high school ", advanced from the Ministry.

The difficulties in resuming presence in the midst of the pandemic was measured by a report prepared by Unicef.

According to a survey,

more than a million children have

not set foot in the classroom so far this year.

The research was done in homes across the country.

Although 91% reported that the boys had classes in the classrooms, there is a 9% -which represents more than a million students- who have not yet returned to the presence.

The Unicef report provided another alarming figure: there could be up to

694,000 boys who dropped out of their studies

during 2020. The figure is derived from interviews that were conducted in homes across the country.

Tests Learn

It is not the first time that the Ministry of Education has decided to reverse a decision so far this year.

In June, during a meeting of the Federal Council, it was reported that the Aprender tests would not be carried out during 2021, a tool that allows evaluating how learning has evolved.

The decision was criticized by the Buenos Aires Minister of Education, Soledad Acuña, and questioned by specialists.

Finally, three weeks later, Trotta proposed that Operative Learn be held this year, in December.

It will only be in sixth grade of primary school and on a census basis, and as part of a comprehensive evaluation plan.

"The date of implementation of Aprender was under discussion, but within the framework of the exceptionality of the pandemic. We want to focus on the federal evaluation of education, not only from the evidence but also bearing in mind that we are experiencing the exceptionality.

At no time do we intend to make the conditions of the educational system invisible

, "Minister Trotta clarified after confirming that the operation had been carried out in 2021.
