It does
not matter whether the employee is to blame for
the loss or damage to the original certificate.
The only decisive question is whether a replacement exhibition can be expected of the previous employer.
If the ex-boss only has to print out the job reference and sign it again, nothing should stand in the way of a reissue.
However, if the company no longer has the personnel file, things look bad.

Should I withhold a missing job reference when applying?
If the former company no longer exists or you do not (yet) have a job reference for other reasons, you should by no means ignore this when applying.
This could make it seem like you are simply trying to hide a bad job reference.
Instead, add an extra page to your application documents at the point where the lost job reference would appear in chronological order.
On it, write down the
company, position, length of employment and a brief reason
why you do not have the reference.
