This Wednesday the
delivery of non-binary documents
was held at the Casa Rosada Bicentennial Museum
.
Argentina became the first country in the region to adopt legislation of this type, following the example of Canada, Australia and New Zealand.
Many groups celebrated the announcement.
"There are other identities in addition to that of man and woman, and they must be respected," said President Alberto Fernández, who led the event, together with Interior Minister Wado de Pedro, Minister of Women, Gender and Diversity Elizabeth Gómez Alcorta and the holder of the National Registry of Persons (Renaper) Santiago Rodríguez.
An unforeseen phrase took center stage during the day:
"We are not an X".
The slogan was pronounced from the public by
Florián Vives
, a member of the organization "Todes con DNI";
and it could be read on the shirt of
Valentine Machado
, a young man who received the DNI.
Different media replicated the news.
But
what is the deep meaning of the claim and who makes it?
Todes con DNI
is a group made up of militants who do not identify with any of the binary gender poles.
For years, she has been fighting for documents to conform to people's gender identities and for the effective implementation of the Gender Identity Law (26,743), sanctioned nine years ago.

In a statement through its website and its social networks, the organization clarified its position regarding the new official measure.
First of all, they clarify that "they
happily embrace
those who received their ID and those who decide to receive it."
His criticism is due to the fact that among those who are not "male or female", they choose
"different identity categories" to name themselves
.
And they add: "The vast majority of them
are not an 'X'
, nor what it comprises according to the decree: 'non-binary, indeterminate, unspecified, indefinite, not informed, self-perceived, not recorded; or other'".
In that sense, they argue that
many people will continue to be
"left out"
by naming themselves otherwise.
"A
third category
, decided by the State,
erases our diversity
and the multiple experiences of those of us who identify ourselves outside the male or female binary," they argue.
What will the DNI be like?
In Todes with DNI they maintain that in their documents "as it happens today" their identities will not be read.
"In every instance of our daily life
we will see an X sign that does not reflect who we are,
" the text continues.
In this sense, we speak of
"colonial practices of identity erasure"
, which go against the visibility for which different groups have been fighting for decades.
And of a
hierarchization of the 'M' and the 'F'
, "which do have access to the right to be specifically named."

One of the main official arguments in favor of the use of the 'X' is that it is
part of international regulations
: necessary, for example, to make a
trip abroad
.
From Todes with DNI they emphasize:
"We remember that according to international human rights standards, States cannot excuse themselves in any norm to deny rights. In Argentina there are already DNIs that are not travel documents, migrants who have rectified their DNI cannot use it to The exercise of the right to identity through a DNI as a document for daily use is much more important than as a travel document, since many of us do not have the economic possibility of leaving the country. It should be left to the choice of each person if you prefer to have a DNI that is not a travel document but that does allow you to consign your identity in a visible way ".
This and other groups - such as a sector of activists from the Assembly for Hormones and the Assembly Self-convened by Tehuel - criticize the Government for the lack of consultation when it comes to addressing a measure of this magnitude.
"From the territorial experience and knowing the technical limitations, we proposed to the State a situated perspective of the problems and collective needs, and without responding, it created
a public policy for us, without many of us,
" he summarizes.

Finally, the full
implementation of Law 26,743 is required
, achieved after a long-standing struggle, which defines gender identity as the
"internal and individual experience of gender as each person feels it
.
"
In Todes with DNI they maintain that self-perception cannot be determined by an institution and that is why they ask for documents with an open and optional field for each one to complete as they want.
"They will allow the recognition of identities"
,
suggest
.
His proposal "is that the self-perceived identity is reflected in the personal choice of
a short version
(of a certain number of characters, to be discussed) and a
long version
(the full name of the self-perceived identity, with no character limit). All fields must be optional. "
Recently, they added to their website: "On July 21, 2021, a decree was announced that establishes a third gender category marked with an 'X'. We await its implementation while we uphold our claim for the recognition of all our identities."
