Green pass for indoor restaurants and events. State of emergency throughout the year

Compulsory green pass, from 6 August, to enter indoor restaurants and consume at the table even in bars.

Green certification also for

sporting and cultural events, to take part in competitions. This is the novelty that comes to face the Delta variant and try to curb the rise of infections, with a new Covid decree law. The Green pass is obtained with the first dose of vaccine, with a quick swab done in the previous 48 hours. For those recovered from Covid it is in effect for six months after recovery.

- The state of emergency for Covid, effective from January 31, 2020 and expiring on July 31, is extended until December 31, 2021.

    RISK PARAMETERS

- The parameters for the entry of the Regions change, which are now all in the white zone, in the risk bands with more restrictions. The incidence to move from the white to the yellow zone remains of 50 per 100 thousand inhabitants but from today the hospital indicators will also be decisive, that is the occupation of intensive care and medical areas.

    Those to enter the yellow risk zone are respectively set at 10% and 15% for the intensive and medical areas; 20% and 30% to enter the orange zone and 30% and 40% for the red zones (percentage that remains unchanged with respect to the previous parameters).

- The obligation of a Green pass will start from 6 August to access a series of non-essential services and activities. The next fifteen days are a fixed time to allow those who have not yet done so to get vaccinated and the activities involved by the introduction of the obligation to organize. The certificate will be used for drinks at the table indoors in restaurants and bars, where it will not be necessary for the service at the counter. It will also be used for shows open to the public, sporting events and competitions; museums, places of culture and exhibitions; swimming pools, swimming centers, gyms, team sports, wellness centers, even inside accommodation facilities, only closed; indoor cultural, social and recreational centers; festivals and fairs, conferences and congresses; spas, theme and amusement parks;gaming rooms, betting rooms, bingo halls and casinos, public competitions.

    Educational centers for children, summer centers and related catering activities are excluded from the Green pass.

- The obligation of a Green pass for cinemas and theaters arrives, but the number of spectators admitted to attend is increasing. In the yellow zone you will enter with Green pass, mask and distance, but spectators will be able to go outdoors from the current 1000 to a maximum of 2500 and indoors from 500 to 1000. While in the white zone, where capacity limits are now set, an outdoor roof of 5,000 people and an indoor roof of 2,500 people is fixed.

- For events and sports competitions in the white area, the permitted capacity cannot exceed 50% of the maximum authorized outdoors and 25% indoors. In the yellow zone, the permitted capacity cannot exceed 25% and, in any case, the maximum number of spectators cannot exceed 2,500 for outdoor systems and 1,000 for indoor systems.

- They remain closed, but 20 million refunds arrive.

- For those who violate the rules, there is a penalty of between 400 and 1000 euros for both the operator and the user. If the violations are repeated on 3 different days, the exercise may be closed for 1 to 10 days.

- Until 30 September 2021 the administration of rapid antigen tests will be ensured at low prices.

- The government has not yet touched on the issue of the hypothesis of a Green pass for long-distance and local transport, crucial in view of September, with the return from holidays and the reopening of schools. The education chapter and the possible vaccine requirement for teachers and staff, but also the issue of the Green pass in the workplace will be the subject of a new meeting, probably next week.
