To go to an amusement park, a museum, the theater or the cinema (unless the gauge has reduced to less than 50 people), the rule is simple, the health pass is now compulsory.
From the beginning of August, after the text has been approved by Parliament, it will be to go to restaurants, cafes or bars.
In a circular sent Thursday, July 22 to the prefects, which Le Parisien was able to consult, the Minister of the Interior, Gérald Darmanin, specifies the outlines of the control of the health pass as well as the strategy to be adopted.
The “health pass is a strong incentive for vaccination,” Gérald Darmanin immediately recalls in this circular.
"It is important that the widening of its application takes place quickly in each of the cases provided for by decree (
places of leisure and culture with more than 50 people, since Wednesday
) and within a few days by a law" , adds the Minister of the Interior, calling on the prefects to ensure "its proper application by establishing a visible, massive and incentive control plan".

Asked on the TF1 set on Wednesday, Prime Minister Jean Castex had mentioned a "week of teaching" after the entry into force of the health pass.

Responsibility to establishments
The Minister of the Interior also recalls that it is the managers of the establishments who must check the pass with their customers. "Those responsible for controlling the health pass must ensure that any person arriving at the entrance to a place or an event falling within the scope of the health pass carries the pass", writes the Minister. This must be done via the dedicated application - TousAntiCovid Verif - and cannot be done by simply reading the health pass, otherwise the establishment will be responsible in the event of a false health pass, specifies the circular.
Should an establishment check the identity of the person presenting a health pass? No, replies the Minister of the Interior, "except as regards the discotheques". If he wishes, notes Gérald Darmanin, however, the establishment can "request such proof to ensure that the holders of the pass are indeed the holders".
To ensure compliance with the health pass obligation, Gérald Darmanin gives instructions on checks in his circular. "The check carried out by the establishment was not properly carried out" if, during the check by the police, a customer is not able to present a valid health pass. "In this case, the operator must be fined as well as the customer", specifies the Minister. Any customer must also be able to prove his identity because during checks the police will ask for one, "to ensure that the bearer of the pass presented is indeed the holder". If this is not the case, specifies the circular, “the customer (…) must be fined”.
