The application of the so-called "Buenos Aires health pass", which will allow the capacity of gastronomic establishments to be increased by 20% for people vaccinated against the coronavirus, was due to begin this Monday but was postponed because it is not regulated.

According to

sources from the Government and businessmen of the sector

confirmed to

Clarín

, the authorities have not yet published the resolution that enables the entry of more public in bars, restaurants and confectioneries exclusively for customers who can certify that they have received at least one dose of the vaccine against Covid-19.

A week ago, Governor Axel Kicillof had advanced this relaxation for all districts of the Province.

In the municipalities categorized in phase 2 (there are 13, all from the interior, which had outbreaks in recent weeks), they would go from 0% possibility of entry of people to 20%, if they demonstrated to have gone through the vaccination programs.

These are localities that have not yet been able to mitigate the effects of the so-called second wave.

In those of phase 3 (there are 68, also all of the interior), they would go from 30 to 50% and in those that the epidemiological traffic light placed them in phase 4 (54 communes, including 40 of the AMBA), they could extend until the 70% the fitting out of places inside the shops.

The governor had advanced that the display of the app "

vaccinatePBA

" would be required;

of the certificate issued by the Caring application or the cardboard that Buenos Aires health agents deliver at the vaccination posts in order to gain access to a place that has the full capacity allowed.

The decision was accepted by the businessmen of the sector, but there was uncertainty about the controls and the details of the implementation.

Those assumptions were confirmed.

Today the flexibility should begin to govern, but it was postponed because the details and the official authorization are not available.

"In the usual Tuesday conference, the governor is going to make announcements and it is likely that the capacity expansion is in that package," official sources told

Clarín

this morning

.

Kicillof mentioned the health "passport" a week ago, when he announced that the municipalities of the AMBA would go to phase 4 of the social isolation system to prevent infections.

Reopening

This implied new reopening in social activities, higher quotas for the presence of people in cultural, social and religious events and also the return of gyms in closed spaces (with limits and ventilation) or soccer 5.

Gastronomists had expectations with the new work scheme.

But now the uncertainty grows.

In some municipalities of Greater Buenos Aires they evaluate that it could only be applied in one more week.

It adds to another concern that had already been raised a week ago:

Who will control the income of the extra vaccinated?

;

How do you monitor compliance with these complex protocols?

The Buenos Aires Gastronomic Federation told this newspaper that they are "anxiously awaiting" the regulation.

"

We need more capacity

. With the public allowed so far, it is very difficult to maintain the business. We await the decision of the governor and the municipalities," said the president of that entity, Diego Faggioli.

The leader clarified that they come "from almost 18 months of reduced work" which "led to the closure of many businesses and others carry debts that they must face with the possibility of public entry."

In addition, the businessmen demand an

extension of the opening hours

.

For the moment, the "semaphore" system or sanitary phases establishes: for those who are in the strictest stage, the closing at 21 o'clock. For those who are in the highest step until 23 o'clock and those of phase 4, until midnight.

They ask to be able to have the doors open until at least 2 o'clock.
