The police in Cologne assume that one or more strangers shot at passers-by with arrows from a blowgun.
Three people were slightly injured in the attack on Barbarossaplatz.
On Monday morning, an employee of a construction site, a passer-by and an employee of the Cologne transport company were hit by the arrows, the police said.
They are arrows several centimeters long.
The manhunt and the investigation continued.
Several patrol teams have been in action since 7.30 a.m.
The police are looking for witnesses.
