A health pass may be provided by the Quai d'Orsay to French people vaccinated "with a vaccine accepted by the European Medicines Agency or equivalent", seven days after a second dose of Pfizer, Moderna or AstraZeneca, four weeks after a dose of Johnson & Johnson, or two weeks after a single injection for people cured of Covid-19.

Only French adults and their dependents “already in France or in the European Union”, or who arrive in France “before August 31” are concerned.

Requests for arrivals subsequent to August 31 will be processed as a second step, specifies Jean-Baptiste Lemoyne in a press release.

To obtain this pass, they must send, by email, a file consisting of an application form, a vaccination certificate, an identity document, as well as proof of residence abroad, to a office in charge of their geographic area.

The list of corresponding e-mail addresses is available on the website of the Ministry of Foreign Affairs.

Spouses of French nationals and their dependents can also submit a request for a pass, adding to their file an identity document and proof of their legal link with the national in question.

Upon receipt of the dossier, the ministry will provide applicants with a printable or downloadable QR code in digital format via email.

“It is generated in a digital DCC format recognized throughout the EU and countries that have established a mutual recognition agreement with the EU,” explains the Quai d'Orsay.

For the moment, the Ministry of Foreign Affairs does not specify what is the processing time for files.

"Requests will be processed according to their arrival," provide his services.

Foreign nationals residing in France with a residence permit are for the moment not eligible for this device, also specifies the ministry.
