The Constitutional Council has been the subject of four referrals on the bill strengthening health measures and will render its decision on August 5. Two groups of senators, a group of deputies (at least 60 parliamentarians each time) and the Prime Minister are at the origin of these referrals. They want to ensure that certain provisions of the bill comply with the Constitution. "When it comes to our public freedoms, constitutional control is always useful", justifies one of them. The Wise Men plan to render their decision on the bill strengthening health measures on August 5.
This bill provides in particular for vaccination for caregivers and the extension of the health pass (proof of complete vaccination or immunization, recent negative test) to access trains, bars, restaurants or large shopping centers. On the extension of these health measures, several points raise questions. In particular, the compulsory isolation of positive cases, the forced vaccination of certain professions, the vaccination of adolescents and the extension of the health pass to "very daily uses of social life" according to Serge Slama, professor of public law at the University of Grenoble Alpes. Decryption of these aspects of the text which will be studied by the Constitutional Council with the researcher at the legal research center.
