Two-wheelers: no technical control "as envisaged", announces Djebbari

New episode concerning the technical control of two-wheelers.

This Friday morning, the Minister in charge of Transport, Jean-Baptiste Djebbari, affirmed on RMC that there would be no technical control "as it was envisaged" in order not to "add constraints" to the French .

This biennial check, required by the European Union for two, three and four-wheel motor vehicles, 50 cm3 scooters and cars without a license, already applied in many countries, had been made compulsory in France from 2023 by a decree published on August 11.

The aim of this measure: to fight against pollution and accidents.

But, the next day, Emmanuel Macron himself had asked for the suspension of this obligation "until further notice", because of the discontent it had caused among biker associations.

Shortly after, the Minister in charge of Transport, Jean-Baptiste Djebbari, had "agreed with the federations to meet again at the start of the school year to discuss widely on the various subjects concerning them".

"Rethinking the system"

This Tuesday, the association for combating atmospheric pollution "Respire" announced that it had taken two actions to reverse this suspension. One in urgency to suspend the decision of Emmanuel Macron and another, before the Council of State, the highest French administrative court. For the association's lawyer, Pierre-Eugène Burghardt, neither the President of the Republic nor the Minister for Transport had the legal authority to suspend the decree imposing this control, signed by the Prime Minister. In addition, the appeals also argue that France is constitutionally unable to avoid the application of a European directive, which also provided for the measure to come into force at the beginning of 2022 at the latest, and not 2023 as 'considered the French government.

The Minister in charge of Transport, Jean-Baptiste Djebbari, is to meet this Friday afternoon, the biker federations.

The opportunity to present them the new version of this measure.

"We are going to completely overhaul it, we are going to rethink the system," he told RMC.

In particular, he wants to rely on a "logic of support and incentive, no prohibition" for the ecological component, and work "on a module on road safety" for the safety part.
