The work plan for at least 3 million people, by 2025, to be implemented through the Gol program (Guarantee of Employability of Workers) to which 4.9 billion are destined (4.4 billion in the NRP, 500 million in the React-Eu) , the Plan for New Skills (NCP), as well as strengthening the employment centers and the dual system, are at the heart of the reform of active policies illustrated to the social partners by the Minister of Labor, Andrea Orlando.
Gol is aimed at all beneficiaries of a social safety net or citizenship income, as well as young Neet people, people with disabilities and in fragile conditions.
Of at least 3 million beneficiaries of the Gol program by 2025, according to the targets of the NRP, at least 75% must be represented by women, long-term unemployed, people with disabilities, young people under 30, workers over 55. In addition, at least 800 thousand of the 3 million must be involved in training activities, of which 300 thousand for the strengthening of digital skills.
In particular, as part of the National Recovery and Resilience Plan, a reform has been envisaged for the strengthening of active employment policies and the pivot is the establishment of the Gol Program, which in Mission 5 of the Pnrr is accompanied by a National Plan for new skills, to the extraordinary plan to strengthen employment centers (which also becomes part ofit of the Pnrr) and to the strengthening of the dual system.
Gol is aimed at all people who benefit from a social safety net or citizenship income, as well as young neets, people with disabilities and other people in conditions of fragility in their search for a job. For each one, it is also explained, an itinerary appropriate to the personal characteristics and the situation of the local labor market is provided. If the person can be easily relocated, interventions will be triggered to accompany him to a new job, otherwise he will be directed to training activities: upskilling or reskilling. In addition to these ad personam paths, there will be other group courses in the event of a company crisis. Finally, there will be ad hoc paths in cases that cross the need for social integration or reconciliation between work and family, for example for single mothers.
The time horizon is that of the NRP, therefore the five-year period 2021-25. The total resources in this area provided for by the NRP are equal to 4.4 billion euros on Gol, to which are added 500 million euros from the React-Eu, 600 million euros for the strengthening of employment centers (of of which 400 already in place and 200 additional, in addition to a further 470 that remain on the state budget) and 600 million euros for the strengthening of the dual system. A constitutive element of the reform (on which EU funding depends) is the definition of milestones and targets. Milestone 1 is the adoption of the inter-ministerial decrees for the approval of the Goals and the New Skills Plan by 2021; milestone 2 is theadoption of regional plans for the full implementation of Gol and execution of at least 10% of the planned activities by 2022. The first target, at least 3 million Gol beneficiaries by 2025.
