In a report commissioned by the National Assembly and published on Thursday, the Court urges the government and the administration to "
return today to targeted measures and intensified controls
" in the payment of support aid (partial unemployment, solidarity fund, exemptions from charges, loan guaranteed by the State, etc.).
She considers that these measures have "
generally achieved their short-term objectives
".

And for good reason, the means have been put. All the expenditure resulting from the crisis (aid measures and health expenditure) exceeded 80 billion euros in 2020 alone within the framework of "
whatever the cost
" decreed by the President of the Republic and which the government is putting an end to.
But the Court recalls “that
they (these means of support) were conceived in a broad way, in particular in comparison with our partners, (...) and that they could lead to deadweight effects and to risks of fraud
”. The wise men of the rue Cambon recommend in particular to the Ministry of Finance to identify the cases in which the accumulation of all the aid paid to a company “
significantly
”
exceeds
the operating losses caused by the crisis, and if necessary “
initiate at least partial recovery of the differential
”.
Likewise, while aid was gradually extended over the course of this year with the prolongation of the crisis, the Court considers it necessary to strengthen the mechanisms for preventing fraud and the applicable sanctions.
The emergency measures monitoring and evaluation committee had estimated last April that the windfall effects of aid to businesses had remained "
moderate
".
"Collect the undue amounts noted"
Finally, the Court calls on Social Security to "
systematically verify
" the compensation paid to health professionals whose activity was severely affected by the crisis last year, in order to "
collect all the undue payments noted
" .
According to the report, this compensation scheme, called Dipa, cost more than one billion euros in 2020.
In this report, the Court also reiterates its call for a control of public expenditure after the health crisis, that is to say after 2021, a year again marked by a massive mobilization of the public authorities.
It highlights in particular the lasting nature of measures taken during the crisis, such as salary increases in health, or the lasting financial impact beyond 2021 of certain others, such as the recovery plan.
