In the future, consumers will be able to take ten measurements of the Internet speed on two different days.
If at least 90 percent of the agreed maximum speed is not reached on both days, there should be a right to a reduction in payment.
Even if the contractually agreed Internet speed is not achieved in nine out of ten measurements, consumers should be able to reduce payments.

The federal authority also provided information on the specific effects of a possible payment reduction. According to the draft, as much can be reduced as the gap between actual and contractually agreed performance. Consumers are likely to pay less to their network provider in the event of “significant, continuous or regularly recurring deviations in speed”. So far it has been difficult for consumers to enforce their right to a reduction in payment. The Federal Network Agency wants to change this with the catalog of criteria and the desktop app.
