Green pass, the government also wants to extend it to private companies

Yes by Giorgetti, doubts by Salvini. Thursday the CDM will sanction harsh penalties for offenders (ANSA)

The obligation of a Green pass arrives for all workers in the public sector and for state-owned companies, for the courts, for the constitutional bodies.

And this week could already arrive - but an in-depth study is still in progress - the obligation of the green certificate also for all private workers.

On Thursday, Prime Minister Mario Draghi will meet the Council of Ministers, which will most likely be preceded by a control room. But the technical meetings follow one another in these hours on a path that seems to have been traced. The extension will take place, in one or at most two steps, one for the public, the other for the private sector. The obligation will start in mid-October, to give time to those who have not yet had the first dose to get vaccinated. And there will be severe penalties, both financial and administrative, for those who do not have a pass. "Extend the Green pass without discriminating against anyone". That is to apply the obligation to all workers, both public and private. It is Giancarlo Giorgetti, head of the Lega delegation, who paves the way for government decisions. Imposing the pass in all companies, explains the minister, is "ahypothesis under discussion "in the name of the" certainty "to be given to businesses, to avoid closing down again. The minister, in unison with the governors of the North, thus seems to sweep away the prudence of Matteo Salvini. The Northern League secretary declares that" not knowing anything "about the extension, but the conviction in the government is that the line is now widely shared. Also because Thursday in the CDM the fund should be set up to compensate those damaged by vaccines, a fund requested in Parliament by the League. Only after a Salvini's interview - currently not on the agenda - with Draghi and after the usual discussion at the table in a government control room, the scope of the intervention will be better clarified.First, the technical work at Palazzo Chigi of Undersecretary Roberto Garofoli with the competent ministries must be completed. Whether it will also be possible to proceed with private individuals will depend on the ongoing dialogue with the Ministry of Labor, in contact with trade unions and businesses. But it is likely that, this week or next, when the decision is ripe, we will proceed with an obligation for all private individuals, without distinction of categories (it was hypothesized to give priority to services, such as restaurants and long-distance transport, to access which today customers have the obligation to Pass). At the moment, the gratuitousness of tampons for the unvaccinated would not be in question. As for the public, the perimeter will be broad, it will go beyond the 1.2 million employees of the PA so far estimated, because all the subjects listed by Istat will be included, therefore public bodies (except economic ones) and investee companies, such as the post office. There should be a rule for constitutional bodies, with reference to their autonomy. While for the courts, specific aspects should be regulated. In any case, since it is not a vaccination obligation, the Pass should not be required to access the public counters, nor to the parties to the trial. As for the penalties for public employees without a Pass, the watchword is severity. The model could be the school: fines from 400 to 1000 euros and the suspension of work - and therefore of the salary - after five days of entry to work without the Pass. The Regions, with the president of the Conference Massimiliano Fedriga,in the meantime, they are asking to eliminate the capacity limits for cinemas, theaters and live shows, which can be accessed with the Green pass. A request already made to Draghi and Speranza by the Minister of Culture Dario Franceschini. The League with Giorgetti also reiterates requests as free tampons to some categories such as minors (there are already subsidized costs), "molecular salivary" tests to obtain the Pass and the use of monoclonal antibodies. Giorgetti denies internal divisions: the line is unique, he declares, "being in government means taking responsibility". But, net of Salvini's doubts, the discontent of those against could emerge in Parliament, in the Senate where the first dl on the Pass is voted and in the Chamber where the second dl is being examined (on transport and school, with 'transfer'of the decree approved in the CDM last week). In Palazzo Madama, where the government hopes to avoid trust, the Northern League should limit themselves to a few agendas, while in the Chamber they will try to introduce some changes. A Giorgetti embankment places him only on the hypothesis of a vaccine obligation, which remains on the table: "It is really the last resort, to be evaluated very well", he affirms. But it will be evaluated in the coming weeks: if 90% of vaccinated people are not reached within a month, the choice could become unavoidable.really the last resort, to be evaluated very well ", he says.
