A major malfunction on the communication networks of the operator Orange in early June, causing a large outage of emergency numbers throughout France, had raised awareness of the need to secure the means of alert and intervention.
This was followed by a report from the National Information Systems Security Agency (ANSSI) of July 19, calling for reform of the legal framework relating to the routing of emergency calls.

The amendment voted by the upper house "
strengthens and clarifies the obligation to route emergency communications and imposes technical supervision for an alert escalation as soon as possible
", indicated the Minister in charge of Citizenship Marlène Schiappa .
While extreme weather events have multiplied in recent months, two other government amendments adopted by the Senate strengthen the information of populations on major risks, such as floods.
The information and communication obligation is thus extended to all municipalities affected by a major risk, and not only those covered by a natural risk prevention plan (PPRN).
In addition, the obligation of a municipal protection plan (PCS) is also reinforced to deal with particularly intense or sudden natural risks, such as the forest fire which affected the Var hinterland this summer.
A final government amendment opens access to the vehicle registration system (SIV) to firefighters and marine firefighters.
The Senate must finish Thursday the examination of the bill aiming to "
consolidate
" the French civil security model, already adopted unanimously in May by the deputies and of which Mrs. Schiappa wished a final adoption "
fast
" and "
as unanimous as possible
”.
