The Jerusalem Municipality's subcommittee for planning and construction opposes the construction of a 30-story hotel at the entrance to the city - since it is close to the ultra-Orthodox Romema neighborhood. "The addition of the residence does not correspond to the neighborhood where the project is located - the Romema neighborhood and therefore is not suitable for the neighborhood under construction as proposed," the committee's decision said.

This is a Mitzpe Shlomo project, which is to be built on a plot of land in an area of 3.2 between Jaffa Street and Romema Street, adjacent to the Central Station and the train station. The area in front of the lot has undergone a planning revolution in recent years as part of the construction of the city's entrance district, which will include 14 commercial towers and hotels, and the expansion of the nation's buildings. According to the developers' plan, the building will include 30 floors, and will combine hotels and residences, with a rooftop pool.

The district committee approved the plan in May 2020, but without residency, and last week the subcommittee discussed objections to the plan.

Objections were submitted to the committee on behalf of ultra-Orthodox residents who claimed, among other things, that the construction of a hotel on the outskirts of the historic Romema neighborhood did not match the ultra-Orthodox nature of the neighborhood.

Additional objections were against the construction of such a tall tower, and ultra-Orthodox council members recommended accepting the objections and voting against approving the plan.

It should be noted that the hotel is located on the axis of the light rail, which the master plan approves to build towers along.

"It is inconceivable that in a city desperate for jobs and located in socio-economic cluster 3, important employment projects will be canceled. Establishing a large hotel in an amazing location with access to the light rail and fast train, along with the city entrance district is critical."

"I bought the plot 15 years ago," says Avraham Gabay, the developer behind the project. "There is no planning dispute here, because I went through all the committees. "It is an ultra-Orthodox residential neighborhood, and they are against the hotel. But it is a great location for the hotel, close to the entrance to the city, for all means of transportation - the train, the light rail, buses." Gabay objected to the district committee's decision because it disqualified the residence and allowed only the hotels - which would harm the economic viability of the project. Council member Yochanan Weizmann of Torah Judaism demands that the entire compound be turned into a residence only. "This is a residential area, why stick a hotel there?" Says Weizmann.

Committee member Ofer Berkowitz, chairman of the Awakening faction, voted in favor of approving the plan and is angry at the surrender to ultra-Orthodox elements.

Establishing a large hotel in an amazing location with access to the light rail and fast train, alongside the city entrance district is critical.

"Leon has formed a coalition that does not know how to produce economic development and jobs and endangers the future of Jerusalem."

But committee chairman Eliezer Rauchberger rejects the allegations of ultra-Orthodox pressures “It is not appropriate to put a hotel in this place professionally, and the city engineer also opposed the plan and we voted in accordance with his recommendation.

The street leading to the hotel is a narrow street that is not suitable for a hotel.

In this case, it is also an ultra-Orthodox area, I am not saying no, but the consideration is purely professional. "
