Draghi recalls the ministers on the PNRR, only 13 out of 51 measures

In order to receive all European funds, it is imperative to respect the 51 objectives of 2021 indicated in the Recovery and resilience plan approved by the EU. But

to date, only 13 of those "targets" have been hit

. This is why, with an information given in the Council of Ministers to Undersecretary Roberto Garofoli and Minister Daniele Franco, Mario Draghi gives the ministers a whip to act on time. "We must maintain the same ambition and determination that we have had in recent months", explains the premier, placing theemphasis on reforms.



    The Pnrr is worth 191.5 billion between now and 2026, provides for 151 investments and 63 reforms: for each of them strict implementation times have already been indicated, which affect the disbursement of resources. There are 13.8 billion at stake in 2021. This is why Garofoli and Franco bring to the CDM the result of the first monitoring of the 24 investments and the 27 reforms to be adopted this year and announce the convening in the coming weeks of more sectoral control booths with the competent ministers and a control room also with local authorities to check the progress of the targets between now and the first half of 2022, to set up the work of each ministry and to identify obstacles and critical issues. Five days before the meetings, a comprehensive document on all aspects must be presented.The request to each administration involved in the NRP is also to send "as soon as possible" to Palazzo Chigi and Mef a detailed plan with indication of the rules and administrative acts necessary also to use the resources. To help them, one or more measures are being evaluated (decrees, probably) in which to collect all the rules necessary to simplify and accelerate.



For the thorniest cases of stalemate, then, the control room chaired by Draghi will also be able to evaluate the exercise of substitute powers and the appointment of commissioners.


    The five investments made so far are mostly functional to the implementation of the NRP, one is from the Ministry of Ecological Transition (extension of the Superbonus), one from the PA, one from Economic Development, one from Foreign Affairs, one from Justice (recruitment in the courts) . While the reforms, Garofoli explains, are all underway but for now they have only been completed by the Ministry of Public Administration (three out of three) and the Ministry of Infrastructure, for example, has brought home two out of five, the Ministry of Justice is completing its three (civil, criminal and insolvency trial).



    Among the investments to be made there are projects for waste management and the circular economy, a fund for female entrepreneurship, a contract for the digital tourism portal, an investment in electric buses, scholarships for the university, services to vulnerable people, funds for tourism businesses, a tax credit for accommodation facilities, a program against pollution and one on flood and hydrogeological risks, the modernization of the digital park of hospitals. As for the reforms, they range from the Cloud to the package of interventions on the university (degree classes, doctorates, student accommodation), from the spending review, to measures against tax evasion. In October, Draghi announces, the law on competition and concessions will arrive.
