Afghanistan withdraws, it will not intervene at the UN Assembly

According to the program, Ambassador Ghulam Issaczai, appointed by former President Ghani, was to intervene.

The Taliban, however, are trying to oust him and take control of the seat at the United Nations. 

Isaczai is the current Afghan ambassador to the UN, but the Taliban foreign minister Amir Khan Muttaqi had asked to speak at the General Assembly, in addition to having appointed Suhail Shaheen as the new representative. Burma was also deleted from the list of interventions at the General Assembly - as explained by a spokesman for the UN Headquarters - amid the rival claims of the military junta and the ousted elected government. In fact, the current Burmese ambassador to the United Nations Kyaw Moe Tun - appointed by the government of Aung San Suu Kyi - was on the list, who was supposed to speak today, on the last day of work. According to diplomatic sources, however, China, Russia and the United States have achieved aunderstanding that Moscow and Beijing will not object to Kyaw Moe Tun remaining the Burmese representative to the United Nations for the time being, as long as he does not speak during the high-level week. The three powers are part of the nine-member credential-evaluating commission, which is appointed at the start of each session of the General Assembly and which generally doesn't meet until October or November.
