In a letter addressed to Emmanuel Macron and published by the newspaper
La Provence
, the socialist mayor of the second largest city in France, Benoît Payan, denounces "
the lack of anticipation in waste management
" by the Metropolis, after tons of rubbish accumulated after a week's strike by garbage collectors was washed away by thunderstorms on Monday and dumped into the sea.
Benoît Payan, who points to "
ineffective tangles of skills
", believes that the "
status quo
" is no longer tenable.
"
Only an immediate reform of local governance and the distribution of local operational skills can make it possible to put an end to it,
" he writes, pleading for the town hall to manage the waste collection itself in its area.

The elected recalls that the president himself had pointed out the dysfunctions of the Metropolis in his speech on September 2 in Marseille: "
We have created a metropolis which spends too much time redistributing (...) and which has difficulty in carry projects of metropolitan interest.
