, the socialist mayor of the second largest city in France, Benoît Payan, denounces "

the lack of anticipation in waste management

" by the Metropolis, after tons of rubbish accumulated after a week's strike by garbage collectors was washed away by thunderstorms on Monday and dumped into the sea.
