PUBLIC WORK

: Until 31 December 2021, deadline for the end of the state of emergency, all personnel of public administrations, that of the independent administrative authorities, including the National Commission for Society and the Stock Exchange and the Supervisory Commission on Pension Funds, of the Bank of Italy, as well as public economic bodies and constitutional bodies, to enter workplaces, he must possess and exhibit, upon request, the green certification. The pass is also mandatory for all those subjects who, for whatever reason, carry out their work, training or volunteer activity in the public administration also on the basis of external contracts as well as for all subjects holding elective offices or offices. top institutional institutions.The constitutional bodies, each within the scope of their autonomy, will have to adapt their system to the provisions envisaged. All those who cannot be vaccinated for health reasons are exempt from the obligation. The verification of compliance with the rules is the responsibility of the employers who will have to define, by October 15, the operating procedures for organizing the verifications. The latter can be defined with guidelines adopted by the Prime Minister on the proposal of the ministers of the public administration of health. Those who do not have the green pass are considered unjustified absent from work: the suspension will not trigger but there will be a freeze on the salary, without however disciplinary consequences and with the right to keep the job.For those found at work without a certificate, a penalty ranging from 600 to 1,500 euros is foreseen. For employers who do not control or who do not prepare organizational measures, the penalty ranges from 400 to one thousand euros.

MAGISTRATES

: The pass will be mandatory to access courts and judicial offices also for ordinary, administrative, accounting, military and honorary magistrates, members of tax commissions. Also in this case the control is up to the employer: whoever is without a pass is unjustified absent and his salary will be suspended. For those found without certification, the disciplinary offense is triggered, sanctioned, for ordinary magistrates, pursuant to article 12 paragraph 1 of the decree of 23 February 2006 n.109, i.e. with the imposition of a sanction not less than censorship, and for all the others according to their respective legal systems. Lawyers and other lawyers, consultants,experts and other auxiliaries of the magistrate who are not involved in the administration of justice, witnesses and parties to the trial. The exclusion, says the explanatory report to the decree "derives from the need to clarify that the intervention intends to regulate only the relationship between the administration and its employees".

PRIVATE WORK

: The obligation of the green pass is extended to anyone who works in the private sector, also on the basis of external contracts. As in the public, the checks are up to the employers - who will have to define the organizational procedures by October 15 - and for those who do not have the certificate there will be unjustified absence and consequently the freezing of the salary, but not suspension. For companies with fewer than 15 employees, after the fifth day of unjustified absence, the employer can suspend the worker and replace him, for a period not exceeding 10 days, renewable once, therefore for a maximum of 20 days. . Even in the private sector, those without a pass in the workplace risk a sanction from 600 to 1.500 euros while for employers the penalty can range from 400 to one thousand euros.

: Until December 31, those who cannot get vaccinated will be able to do the tampon for free - and for this reason the decree allocates 105 million - while for all the others the cost will be 15 euros, which drops to 8 for under 18 years old. The pharmacies adhering to the protocol are required to apply the controlled prices and for those who do not comply there are penalties from one thousand to 10 thousand euros and the closure of the activity for a maximum of 5 days. The controlled price is also ensured by all health facilities that have an agreement, authorized or accredited with the National Health Service and authorized by the regions.

AI HEALED PASS AFTER FIRST VACCINE DOSE

: the decree establishes that those who recover from Covid and take a dose of vaccine will have the green pass immediately after administration and will not have to wait 15 days as was expected until today. The green certificate is also issued to those who, positive for the virus 14 days after the first dose or following the completion of the vaccination cycle, are subsequently cured.

UNIQUE NUMBER 1500

: For information on the green pass there will be a single number, 1500. The decree abolishes the dichotomy between the number 800 91 24 91, for technical assistance for the acquisition of green certificates, and 1500, relating to information on health aspects and the release of the authcode.

CINEMAS, THEATERS, STADIUMS: by 30 September the Technical Scientific Committee must express an opinion on the distancing and protection measures in all those places where cultural, sporting, social and recreational activities take place.
