Patrick Martin: "There is a real dynamic around social dialogue"

INTERVIEW - While the social partners begin negotiations on vocational training on Thursday, the deputy chairman of Medef believes that social dialogue has emerged from the crisis.

LE FIGARO.- You are entering the final straight line towards a possible agreement on vocational training, why are you focusing on this project?

Patrick MARTIN.-

We must remember that the 2018 Professional Future Law was made without the social partners.

Our idea is not to take our revenge, nor to shatter what has been done since in many ways the reform has been very positive.

The work carried out made it possible to establish, in a very constructive manner, an observation of the flaws and inadequacies of this law in order to provide concrete answers.

And the Ministry of Labor understood this well because Elisabeth Borne very well received the 49 adaptation proposals that we sent her in July.

The idea is therefore to play together, in unity, because the question of skills is central today for the job market.

What are the main challenges of these negotiations?

Priority topics have been identified.

For example, the subject of the professionalization of the personal training account (CPF) on the real needs of companies and employees to keep employees employed.

The training repertoire must also be developed to make it more operational.

We also share the desire to correct the situation on the financing of the reform, through France Compétences, which has been failing from the start.

The question of certain expenditure financed by the skills investment plan (CIP) is also in the debate.

Today, there are sources of funding available that are not being mobilized.

Do you have the ambition to come back to other reforms, other than that of vocational training?

By application of the Labor Code, any reform project in the field of employment is first proposed for negotiation with the social partners.

We are simply asking that this healthy rule be respected.

On the other hand, in March we proposed to all the social partners the opening of an autonomous social agenda of 9 projects which must demonstrate that social dialogue is useful.

With the program, in particular, the improvement and strengthening of labor court justice, the establishment of a joint management body for the work accidents and occupational diseases branch, and the modernization of joint action.

We are currently working on the other subjects of the social agenda.

Is social dialogue growing out of this crisis?

Of course, these discussions take place in a context of very rich social dialogue at the inter-professional level.

In a little less than two years there are three ANIs, one on teleworking, the second on occupational health, a third on supervision.

But also a revaluation of pensions paid by Agirc-Arrco, as well as 80,000 company agreements.

There is a real dynamic around social dialogue and the Mouvement des entreprises de France is delighted.

It is a striking demonstration that the social partners assume their responsibilities and that those who wish to get involved with pragmatism in the game of public life.
