Budget: MPs vote to renationalise RSA in Seine-Saint-Denis

Negotiations between the state and the department resulted in an “experiment” for the next five years.


The deputies, who completed the examination of the first part of the state budget for 2022 on Friday, validated as expected the renationalization of the management of the RSA in Seine-Saint-Denis, in the form of experimentation.

The result of negotiations between the State and the department headed by the left, this measure was passed at first reading by 27 votes in favor and three abstentions.

It was greeted by the socialist Christine Pires-Beaune who thanked the government for having succeeded in this "request for Seine-Saint-Denis for many years".

"A financial burden" for the community

In a territory hit by a poverty rate twice the national average (28% against 14%), the RSA represents a financial burden for the community.

For more than fifteen years the number of RSA beneficiaries has been increasing continuously - 101,000 at the end of 2020 depending on the department, i.e. a charge of 551 million euros per year, against 220 million in 2004.

This first experiment in metropolitan France, lasting five years, which must be accompanied by a strengthening of mechanisms in favor of integration, could pave the way for other departments, which the general rapporteur of the budget Laurent Saint-Martin considered desirable. .

The deputies voted for a government amendment to keep the president of the departmental council the power to sanction in the event of non-compliance with the obligations of the recipient of the RSA.

The amendment also sorts through the resources recovered by the state to finance the allowance.

Unanimism around the measure was broken by Eric Coquerel (LFI), criticizing in particular the attitude of the State which "has not compensated (the expenditure) for years at the height of the charge".

"It's tiring to be against everything, all the time," replied Jean-René Cazeneuve (LREM), with the key to a polished pass between the two elected.
