draft of the new Recovery decree which will arrive on Wednesday on the table of the Council of Ministers.

During the night it was the turn of the technicians to examine the text, rather full-bodied, and some of the 42 rules contained in the draft would still be in the balance: doubts in particular there would be, according to what is learned, on some measures related to recruitment.

The premier Mario Draghi himself announced a new provision with "further simplifications" to speed up the implementation of the National Recovery and Resilience Plan. Having collected the indications from all the ministries of the "additional measures necessary to simplify the process of the individual projects and of the Plan", the government now passes to the enactment of the decree law, which makes concrete some investments and some reforms envisaged by the plan, such as the measures to support tourism, one of the most affected by the pandemic, and take it to the world 4.0.

Then comes the announced eco-bonus at 80% and a non-repayable grant of up to 100 thousand euros for the renovation of hotels (from energy efficiency to the elimination of architectural barriers, to thermal pools). But also a direct contribution of 35% for works between 500 thousand and 10 million euros. The package also includes the creation of a "Special Tourism Section" of the Guarantee Fund for SMEs and a 50% tax credit for agencies and tour operators for digital development.

The decree aims to accelerate investments, with a new intervention on railways but also through a cut in the times for strategic environmental authorizations (Vas). There is also a new fund of funds called the "Italian resilience recovery fund". To push urban regeneration, the 2.5 billion euros foreseen by the plan between now and 2026 are immediately assigned to fight the deterioration of cities.

There is also the implementation of some reforms of the school-university package, starting with scholarships for students and the increase in housing available for those who want to move to university. Degree courses also change, with the possibility of obtaining part of the credits in adjacent courses, to favor interdisciplinarity.


The competition for the design of innovative schools will also be launched.

The draft contains rules on the management of the commissioner of Bagnoli and for Taranto, but also for the strengthening of the sole commissioner for the reclamation of illegal landfills.

Then comes an extension for the technical-scientific advisory commission and for the AIFA price committee, pending their reorganization.

Finally, in the decree a package of rules to guarantee investments while strengthening the anti-mafia prevention system.
