In a small town near Neubrandenburg in Mecklenburg-Western Pomerania, a man lived in a house with 25 dogs.
Because he is said to have kept the emaciated animals under dire circumstances, the dog owner has to answer for violating the Animal Welfare Act.
As a spokesman for the Neustrelitz Animal Welfare Association said, helpers rescued the neglected animals from the house by order of the District Veterinary Office of the Mecklenburg Lake District.
The dogs were distributed between two animal shelters.
It was a mixed breed of Labrador and a dachshund.
The relief operation, which was only possible in full protective clothing, took place at the end of October.
The helpers rescued 23 emaciated animals, some of which lived in their excrement.
Two puppies were reported to have died.
The dogs are said to have lived on all three floors of the house.

14 young dogs alone were found in a much too small room without a heat source under the roof.
The dachshund must have lived in a transport box for a long time.
Most of the rescued animals have since been nursed back up a bit.
Experts suspect that the Labrador dogs were kept for breeding and for sale, but that was probably too much for the owner.
