The Council of Ministers, according to what is learned, has approved the legislative decree implementing the single allowance which will come into effect from 2022. The provision will now have to be examined by the competent committees of the Chambers for an opinion, before the final go-ahead.
Therefore, with the latest implementing decree that will be on the table of the Council of Ministers, the full definition of the universal single allowance for children, which will affect both employees and the self-employed and which will always be paid by the INPS, at the request of the interested groups. The new allowance will take into account the large families who will receive, by combining several requirements, up to over 1000 euros per month.
The passage to the Council of Ministers is actually the penultimate step, because the measure will still have to pass the scrutiny of the parliamentary committees and be ready to go to the Gazzetta before the end of the year. The new measure will in fact be operational from March 2022 but applications can be submitted from January 1, for a period that will run from March to February of the following year, while now family allowances run from July to June of the following year.
There is also an extension until the end of February to align the temporary allowance for the self-employed with these new deadlines. Together with the application, unlike the old income-related checks, the ISEE declaration must also be submitted but those who do not submit it will still receive the minimum check. It can be requested by all residents for at least two years, including non-EU citizens. The amounts will be parameterised to the ISEE: two in general the limits identified, under the ISEE 15 thousand euros to get the maximum benefits, over 40 thousand to have at least the minimum. No family, if they wish, will therefore remain outside the contribution which will range from 50 to 175 euros per month which become from 25 to 85 for children between 18 and 21 years of age.
There will be a series of increases based on the number of children and the presence of disabled people, but it will also be taken into account that both parents work, while an ad hoc increase, 20 euros per month regardless of the ISEE, will go to mothers under 21. From the third child onwards, there is a surcharge of between 15 and 85 euros per child according to the ISEE, while households with "four children or more" will receive an additional "flat-rate surcharge" of 100 euros per month. If both parents work and the ISEE is low, there will be another 30 euros more, which is over 40 thousand euros. Basically a nucleus with Isee up to 15 thousand euros will receive 175 euros per month with 1 child, 350 with two,610 with three and 970 with 4 which become 1090 euros per month if both parents work (30 euros for 4 children, 120 euros more). To this figure must be added 20 euros per month per child in the case of a very young mother.
On the other hand, households that exceed 40 thousand euros of ISEE will receive 50 euros per month with one child, 100 euros with two children, 165 euros with three children, 330 euros with 4 children. Also in this case, 20 euros per child must be added if the mother is under 21, while the increase does not apply to both working parents. Attention also to families with disabled children who will receive the single "no age limit" allowance for their children. For minors, an extra 105 euros per month will be received "in case of non self-sufficiency", 95 euros "in case of severe disability" and 85 euros "in case of medium disability". In the presence of disabled adults and up to 21 years you will receive 50 euros per month more (which are added to thecheck expected between 18 and 21 years) while over 21 years you will continue to receive a check based on the ISEE which will range from 85 to 25 euros per month. For the new measure, which absorbs the old aid to the family from the baby bonus to family allowances, there will be about 15 billion in 2022 which will progressively rise to 19 and a half billion starting from 2029.
