The public prosecutor's office and the state criminal investigation office are investigating a police operation against a naked man in Offenburg.
The incident in the middle of the city caused a stir on Thursday afternoon.
Video sequences are said to show how the man was rudely brought down on a street by two plainclothes officers and tied with his stomach on the floor.
Then an officer fixed the naked man on the asphalt with his knee on his neck.
The LKA has taken over the investigation.
As the Offenburg police headquarters announced on Friday, the 31-year-old was apparently in a psychological state of emergency.
He was taken to a special clinic.
Passerby used spray
The police had been alerted after the heavily drunk man strolled naked through downtown Offenburg.
The police "held him in place using immediate force," it said.
The public prosecutor's office and the LKA are now examining to what extent the operation was lawful.
According to the police, a passerby is said to have used a defensive spray before the operation because the naked person suddenly approached his companion.
The 31-year-old had already been noticed in recent months for assaulting law enforcement officers and assault crimes.
On Tuesday he had already walked through downtown Offenburg undressed and drunk and was taken to a special clinic.
The police say that the man is a Gambier.
A spokesman did not provide any further information on request.
The case is reminiscent of an operation on October 23 in Pforzheim, which made headlines.
Officials wanted to take a drunk and aggressive 25-year-old into custody.
Video recordings showed, among other things, a police officer who beats the man who was lying on the ground and fixed.
The public prosecutor's office has initiated an investigation into possible bodily harm in the office.
A result is still pending.
