* FOREIGN AFFAIRS -

Bringing the priorities identified by the Treaty to a global level, and in particular: strengthening the fight against terrorism, organized crime, human rights violations, including trafficking in human beings, illicit trafficking and cooperation in space cyber, as well as the fight against the proliferation of weapons of mass destruction. Defend an ambitious WHO reform, drawing lessons from the Covid-19 crisis; support European leadership in the reform of the WTO; consolidate cooperation for the stability of the Mediterranean, Africa, the Middle East and the Indo-Pacific area. Strengthen the coordination of the respective diplomatic networks, through the intensification of consultations.

* SECURITY AND DEFENSE -

Principle of mutual assistance in the event of armed aggression on their respective territories, by virtue of the NATO and EU treaties;

relaunch of the Italian-French Defense and Security Council with the Foreign and Defense Ministers;

new cooperation between the respective aeronaval groups.

* SPACE -

Strengthen the European space strategy and consolidate the competitiveness and integration of the space industry of the two countries.

In the area of ​​access to space, the parties support the principle of a European preference through the development, evolution and coordinated, balanced and sustainable use of institutional launchers Ariane and Vega;

support for the European launch base in Kourou, in French Guiana.

* EUROPEAN AFFAIRS -

Promote European citizenship; support the work of the Conference on the Future of Europe; encourage the establishment of transnational lists for the European elections; regular consultations between the respective competent government structures and between the respective Permanent Representations in Brussels with the aim of agreeing common positions.

* MIGRATION POLICIES -

Deepen cooperation within the EU to preserve free movement in Europe, strengthening the integrity of the Schengen area and improving its functioning and governance;

commitment to work together for an in-depth reform of the European migration and asylum policy, based on the principles of responsibility and solidarity.

Promote strategic partnerships with countries of origin and transit of migratory flows.

The Ministries of Foreign Affairs and the Interior set up a mechanism of reinforced consultation, with periodic meetings on asylum and migration.

* ECONOMIC, INDUSTRIAL AND DIGITAL COOPERATION -

Creation of an annual forum of economic consultation with the ministers of Economy, Finance, Economic Development for a regular dialogue on macro-economic and industrial policies and to bring the economic fabric of the two countries closer, in particular in strategic sectors such as cloud infrastructures, batteries electrical, pharmaceutical or semiconductor industries. Support for cross-border and transnational cooperation initiatives between the respective Italian and French protected areas; goal of making the Mediterranean a clean and sustainable sea; promoting compliance with the Paris Agreement. Financing programs for innovative projects, in support of start-ups and SMEs, also thanks to the signing of an agreement between the Italian Deposits Bank and the French BPI.

* YOUTH, EDUCATION, UNIVERSITY - Common civil service, starting from 2022, for 150 young people who will do cross-country volunteering in the two countries; creation of an Italian-French youth council; development of Esabac which allows high school students to obtain the French baccalauréat and the Italian baccalaureate: all academies in France will have at least one dedicated section by 2025; promote the mobility of students and teachers; creation of a biennial forum with the ministers of higher education and the actors of the university world.

* CULTURE - Strengthening exchanges between cultural industries and enhanced cooperation in favor of heritage protection; support for Italian-French translation to encourage literary exchanges; evaluation of ways to create a contemporary 'Grand tour' that allows the circulation of European artists in the two countries, relying in particular on the Franco-German Institute of Palermo, on the respective Cultural Institutes and on Villa Medici.

* CROSS-BORDER AND POLICE COOPERATION - Creation of a cross-border cooperation committee, also involving local and regional realities;

improve cross-border connections, in particular continue coordination on the completion of the Turin-Lyon work with the aim of achieving full operation of the tunnel and its access sections and in the management of the Fréjus and Mont Blanc tunnels;

negotiations on a cross-border health cooperation and civil protection agreement;

confirmation of the mixed border police brigade and creation of a joint operational unit.
