The majority splits in the Constitutional Affairs Committee of the Chamber on the law that regulates lobbing, which should arrive in the Chamber the day after tomorrow.

On the prohibition for members of parliament and the government to carry out this activity for three years at the end of their mandate, Iv, Fi and Lega (but also Fdi) have expressed themselves against, despite the government, with Undersecretary Deborah Bergamini having given a positive opening .

The president of the Commission, Giuseppe Brescia, who asked for "loyalty" to the other majority parties, became the bearer of M5s discontent.

The law starts from a text of the Pd, one of Iv and a third of M5s. In August, the Commission adopted a basic text prepared by the rapporteur Vittoria Baldino which excluded the possibility of enrolling in the Register of stakeholders for three years after the end of their mandate, "public decision-makers", that is to say "members of Parliament and of the Government; the presidents, the councilors and the regional councilors ", the administrators of cities with more than 300 thousand inhabitants and the members of the independent authorities, including the Bank of Italy.

Given the numerous amendments, after a series of meetings, Baldino proposed on Thursday a reformulation on which the government, with Bergamini, had given a positive opening, and which today should have been put to the vote. The reformulation excludes members of the national and regional government from being enrolled in the Register for a single year, while parliamentarians and other subjects were excluded only during their mandate. But today this formula was also questioned by Silvia Fregolent (Iv), and by the center-right. Iv also contested the exclusion of managers of private law entities that receive public funding. "The manager of a pro loco which is a private law body - explains Marco Di Maio, group leader of IV in the Commission - is excluded if he receives 100 euros from the Municipality to organize the country festival. The rules are not written in such an imprecise way ".

"Problematic tears were recorded in the majority - Giuseppe Brescia told Ansa at the end of the session - because part of it does not really want this law. M5s also met a series of requests, because it understands that we do not vote alone. the law, but it is never enough. We hope that after other meetings it will be resolved, but it is unacceptable that the conference of group leaders will give the consent to bring the text to the Chamber, only to then go through the Commission. We ask for loyalty from the majority parties ".

"The problem is no longer one of merit - comments Stefano Ceccanti, group leader of the Democratic Party in the Commission - Iv wants to have his votes weighed, also in view of the vote for the Quirinale".
