Pnrr: ministry of sustainable infrastructures and mobility, resources of over 3.2 billion to the Regions and Bodies

Two billion for water infrastructures and supply systems, 630 million to improve the connections of the Special Economic Zones (Zes), 600 million to create urban and tourist cycle paths.

. With these agreements "MIMS has almost completed the distribution of the resources of the NRP and the complementary Plan under its competence", underlines the minister. "In mid-December we plan to close the fund allocation operation". 

In addition, the Unified Conference, reads the note from Mims, has given a favorable opinion on the draft decree relating to the guidelines for the classification and management of risk, safety assessment and monitoring of bridges, which carries out one of the reforms of competence of the Mims foreseen by the NRP for the end of 2021. "A result obtained in a very short time thanks to the effective collaboration of the Regions and territorial Bodies", declared Giovannini.

"At the same time, we are committed to supporting the implementing bodies in the realization of the projects. To this end we have created the Pnrr Academy to train the staff of the contracting stations and we have activated, together with Sogei, an innovative monitoring system to follow the entire process of administrative acts under the responsibility of the implementing bodies, so as to anticipate and quickly resolve any critical issues ". As regards water infrastructures, the decree scheme concerns investments in primary water infrastructures for the security of water supply and allocates 2 billion euros, of which 900 million of additional NRP funds and 1.1 billion of resources for legislation in force for 124 interventions: 40% of investments are destined for the Southern Regions. For the Zes,the draft decree, in agreement with the Minister for the South and Territorial Cohesion, divides 630 million for interventions aimed at promoting the competitiveness and economic development of these areas. In order to comply with the terms set by the Pnrr, the works will start by 31 December 2023 and be completed by 30 June 2026. In particular, 62.9 million have been assigned to Zes Abruzzo, 136 million to Zes Campania, and to Zes Adriatic 83 million, Zes Ionica 108.1 million, Zes Calabria 111.7 million, Zes eastern Sicily 61.4 million, Zes Western Sicily 56.8 million. 10 million are awarded to Zes Sardegna, which is about to be established. On urban cycle paths, the draft decree specifies how to use the 150 million euros envisaged by the NRP.The figure is added to the 50 million allocated for projects already underway. The resources, 50% of which are destined for the South, will go to 45 cities with populations over 50,000 inhabitants and university seats with over 5,000 students enrolled and must be used for the construction of at least 565 additional kilometers of urban and metropolitan cycle paths that connect the railway stations to the universities. For the development of tourist cycle paths, the draft decree, issued in concert with the Minister of Culture and the Minister of Tourism, assigns 400 million to the Regions and the Autonomous Province of Trento for the years from 2021 to 2026. The funds, for the 50% to the southern territories, are intended for the construction, by June 2026, of 1,235 additional kilometers of tourist cycle routes. Particularly,51 million to the Vento cycle route, 22.5 million to the Sun, 14 million to the Grab, 39.5 million to the cycle route of the Apulian Aqueduct, 74 million to the Adriatic one, 44.5 million to the Tirrenica, 30 million to the Garda cycle route, 33 million to the Sardinia cycle route, 61.5 million to the Magna Grecia cycle route and 30 million to the Trieste-Lignano-Sabbiadoro-Venice cycle route. Finally, on the safety and monitoring of bridges, the draft decree amends the guidelines issued in the past by the Superior Council of Public Works for the classification, risk management and monitoring of bridges, viaducts and flyovers along state roads and motorways managed by Anas Spa or by dealers and extends them to roads managed by Regions, Provinces and Municipalities.Apulian aqueduct, 74 million for the Adriatic, 44.5 million for the Tirrenica, 30 million for the Garda cycle path, 33 million for the Sardinia cycle path, 61.5 million for the Magna Grecia cycle path and 30 million for Trieste-Lignano-Sabbiadoro-Venice.
