Consequently, the wise men of the Rue Cambon are drawing several avenues for concrete progress. That the government, which intends to invest massively to help young dropouts with its new youth engagement contract (CEJ), would have every interest in hearing so as not to make this contract an empty shell and a financial pit without any effectiveness ... Executive wants to support each year 500,000 young people neither in employment, nor in studies, nor in training (Neet).

The first avenue for improvement consists in better targeting the audiences concerned and directing them towards the most appropriate measures.

According to interministerial figures, nearly 37% of young Neet - estimated at over a million each year - lose contact with the public employment service or any other integration organization.

However, it is not necessarily them who enter a path of integration.

“The profile of young people undergoing intensive support does not really stand out from that of other young people being monitored,”

Better guarantee the quality of the courses

Another avenue for improvement would consist in better guaranteeing the quality and intensity of the courses.

Emmanuel Macron had clearly identified this problem, which had even made him hesitate, last October, to launch the employment contract.

In fact, the court observed that the degree of intensity of the youth guarantee - on which the CEJ is based - tends to decrease over time.

For example, between 2018 and 2019, in Paris, the number of support actions per young person increased from 19 to 15. Phases which nevertheless constitute the keystone of this course.

At the national level, the employment rate one month after the exit from the youth guarantee is declining from year to year. From 2015 to 2019, it went from 28.7% to 23.9%. The cooperation between the different actors is also to be reviewed. All the more so with regard to our European neighbors who, for the most part, offer a one-stop shop to meet the needs of young people.

"Good cooperation at the local level between the Pôle Emploi networks and local missions remains uncertain",
