Vaccination pass: Jean Castex promises reinforced sanctions and controls

This Monday, Prime Minister Jean Castex and Minister of Health Olivier Véran announced a series of measures to allow the hospital to cope with Covid-19, without however putting France under cover.

We are doing everything to accelerate and strengthen vaccination and put the strain on the unvaccinated as much as possible ”, declared Jean Castex, after an exceptional Council of Ministers, which resulted in the validation of the bill responsible for transforming the health pass in the vaccination pass.

Thus, the government makes the vaccination pass, a measure announced ten days ago, its main weapon against the resurgence of the epidemic and partly specifies its modalities: "In places where the pass has been applied for several months (the restaurants, bars, museums, theaters, media libraries, seminars and trade fairs, sports arenas,

sports halls and showrooms), it will be necessary to justify being vaccinated to be able to return.

A negative test will no longer suffice, ”said Jean Castex.

Towards more sanctions

With this text, the government wants to tighten restrictions on people who are not vaccinated.

It remains to be seen whether this new constraint will be respected.

While a large majority approves this restriction, polls show 5.5 million adults are still not vaccinated.

Some French people are particularly reluctant to the idea, evidenced by the 182,000 fakes identified since the end of June, according to the Interior Ministry and petitions which frequently oppose the restrictions.

These numerous frauds will give rise to a hardening of tone on the part of the police: "The bill also provides for an increase in penalties against false passes," said Jean Castex, before confiding: "This practice me scandalizes as Prime Minister and citizen ”.

For him, pretending to be vaccinated is "a deliberate act of endangering the lives of others".

In its draft law, submitted to the Council of State last week, the government has indeed indicated its wish to raise "the scale of applicable sanctions" and "allow those responsible for monitoring the presentation of verify, in case of doubt, the identity of their holder ”.

Identity checks by operators

A statement that can be found in the version validated by the Council of Ministers: "The operators of establishments open to the public will have the possibility in the event of proven doubts to verify the identities themselves", indicated Jean Castex.

The Prime Minister recognizes that this is a particularly disputed point.

Enough to feed parliamentary debates.

The government bill will be on the agenda of the National Assembly, from Wednesday, December 29, 2021. If it is voted in accordance with the timetable devised by the government, “from January 15, 2022”, it will thus be necessary be vaccinated to access a normal social life.
