The CSA and the Hadopi merge to become the Arcom

This new regulator, born from the merger between the two authorities, will supervise the audiovisual and digital industries as of January 1st.


It is a major step in the history of media regulation in France. Forty years after the creation of the High Authority for Audiovisual Communication, the Superior Audiovisual Council and Hadopi merged on January 1 to give birth to Arcom. This super-regulator will supervise the actors of television, radio, but also video on demand (Netflix, Disney +, Amazon Prime Video ...), social networks and large digital platforms, while ensuring the fight against piracy- is the original mission of Hadopi.

"It is important that the regulator marries its time and adapts to changes in its sector, whose transformations are accelerating,"

notes Roch-Olivier Maistre, president of Arcom.

The birth of Arcom is the logical consequence of the multiplication of CSA missions.
