The decree-law adopted by the Council of Ministers containing the new rules for quarantine and the Super Green pass has been published in today's Official Gazette. The rules are therefore in force from today.
Also today the
circular of the Ministry of Health
was issued
with updates on the quarantine and isolation measures following the diffusion of the new Omicron variant
. No quarantine for asymptomatic subjects who have received the booster dose, or have completed the primary vaccination course in the previous 120 days, or have recovered from SARS-CoV-2 infection in the previous 120 days, with the obligation to wear FFP2 type masks for at least 10 days. The self-monitoring period ends on day 5. In case of high-risk contacts, health professionals must also perform daily swabs up to day 5.
The first data on the efficacy of vaccines against the Omicron variant "suggest that the same would be able to reduce the efficacy of vaccines - underlines the Ministry of Health in the circular - against infection, transmission, and symptomatic disease , especially in those who have completed the two-dose course for more than 120 days. The third dose would, however, bring the efficacy of vaccines back to levels comparable to those against the Delta variant, giving good protection against serious disease ".
The extension of the Super Green pass to work should arrive at the beginning of the year, with a CDM on 5 January.
The new law, which is being discussed despite the 'black smoke' in the last two CDMs, would be discussed again in a Council of Ministers which could be convened on January 5.
And already on the 10th of the same month the 'quasi lockdown' for the unvaccinated will come into effect (i.e. the mandatory reinforced green certificate everywhere, except in shops and for essential services).
THE DECREE IN A NUTSHELL
- The text revises the quarantine rules and extends the Super green pass obligation to various activities including public transport. Commissioner Figluolo "in agreement with the Minister of Health" is expected to sign a "memorandum of understanding" with pharmacies and authorized retailers to limit the price of Ffp2 masks "until March 31, 2022". The government will monitor the price trend. The quarantine does not apply to those who have had close contact with Covid positive subjects within 120 days of completing the primary vaccination course or healing or booster. However, it is mandatory to wear an Ffp2 mask for 10 days. If symptoms occur, a rapid or molecular test should be done immediately and, if symptoms persist,it must be repeated on the fifth day following the last contact. This is what emerges from the draft of the Covid decree, according to which the termination of the quarantine or self-surveillance follows the negative result of a rapid or molecular test, even at authorized private centers. The fines from 400 to 1000 euros already foreseen for those who do not respect the anti-Covid rules are also extended to the new rules on quarantines and the obligation of Super green pass. This is what we read in the draft of the Covid decree approved yesterday by the Council of Ministers. It is also envisaged that the managers of the new services and activities involved are "required to verify that access" takes place in compliance with the new rules and possession of the Super pass. The activity is closed or suspended from 1 to 10 days also for hotels, festivals,fairs and congresses, parties after the ceremonies - where the Super pass will be needed; if the obligation of Ffp2 for cinemas, theaters and shows, and the rules for drinks at the counter are not respected.
