Several measures were taken by the Ministry of Higher Education and Scientific Research during the year 2021 with the aim of improving the scientific and academic reality and increasing the rate of absorption in universities, institutes and their affiliated bodies, which now have more than 700,000 male and female students in various types of education (formal, parallel, open, private and virtual).

The decisions included the launch of several student service projects, such as the opening of the Citizen Service Center at the Ministry’s headquarters and the announcement of 550 Russian scholarships for the undergraduate and postgraduate levels. A new subsidy was allocated to the Student Loan Fund worth three billion seven hundred million Syrian pounds, with the aim of enabling the Fund to increase the value of the loan The monthly loan for students in universities continues to provide its services in granting loans for the year 2021 and the value of the monthly loan is increased to 60 thousand pounds for medical and engineering colleges and 50 thousand for the rest of the colleges.

The Al-Baath University Hospital in Homs was also opened and put into service to form an important tributary of the health sector in Syria and the building of the expansion of the Faculty of Arts and Humanities at Damascus University and the Faculty of Theology in Damascus, which is the first of its kind in Syria, while the Supreme Commission for Scientific Research signed financing contracts for 6 applied projects.

The third announcement of the Scientific Research and Technological Development Support Fund for 2021 was also launched, and many new qualitative specializations were created, such as therapeutic diagnosis and radiotherapy in the health sciences colleges, with the aim of graduating competent specialists in the field and providing the medical sector with expert cadres that keep pace with development and complement the work team in medical diagnosis and oncology treatment.

A memorandum of understanding was signed between the Ministry of Information and the Syrian Virtual University to cooperate in the field of exchanging experiences and media training and to participate in the global virtual conference on the role of education in confronting hate speech.

The decisions also included amending the foundations for appointing the first graduates as teaching assistants without an announcement or competition and agreeing to accept students holding a Syrian secondary certificate in the Russian language department in the faculties of arts and humanities in public universities on the basis of the specialization mark (Russian language), provided that the minimum required in a subject The specialization is about 60%, and the differentiation is done between the applicants, in addition to agreeing to settle the status of depleted students in private universities, and specifying the instructions related to securing university housing, transporting or replacing them for students accepted in the grants of these universities.

In parallel, the Ministry has developed strategic plans to develop scientific research and graduate studies, enhance scientific cooperation with international organizations, friendly countries and their universities, in addition to supporting university hospitals with the latest medical equipment, securing the necessary requirements to face the repercussions of the Corona epidemic, and opening new departments in them to meet the increasing needs of patients, such as the opening of the first stem cell transplantation center Hematological and cellular treatment of children, and support for the construction of the emergency complex attached to the Mouwasat University Hospital in Damascus, in which the completion rate exceeded 70 percent.

A PhD degree was established in the Department of Water and Irrigation Engineering at the Faculty of Civil Engineering at Tishreen University in the specializations of water facilities, port engineering, beach protection and water resources, and research project contracts were signed with faculty members in Syrian universities.

Last April, the ministry opened a program for blended education in tourism and hotel management at the Syrian Virtual University, while the ministry launched the second phase of the national research databases at the University of Damascus. It also signed with the Ministry of Interior a memorandum of understanding on the rehabilitation of prison inmates.

Last year, the conference of Syrian expatriate researchers opened to establish research partnerships for scientific energies. The ministry also announced scholarships offered by Egypt for the undergraduate and postgraduate levels (Master’s and PhD) for the academic year 2021-2022, while Syrian students won the Youth Cup and four medals in the twenty-fifth programming tournament. Memorandums of understanding were also signed with the Iranian side, one of them for cooperation in the field of technology and innovation, while a scientific and research cooperation agreement was signed with the Arab Center for Studies of Arid Zones and Dry Lands (ACSAD), in addition to signing a memorandum of receipt of a financial grant for the University Children's Hospital from the Chinese Embassy in Damascus.
