Amiel Seroussi, a resident of the city of Beer Sheva, moved to Jerusalem in early December.
After renting an apartment in the city, he tried to get a parking ticket for his area of residence.
Seroussi submitted an application with all the required documents through the Jerusalem Municipality website, but a day later he received a reply that his application was denied because his apartment was registered in the property tax as a business and not as a residence, something Seroussi stated he did not know at the time of the move.
When he dialed the phone number attached to the rejection of the application, a representative referred him to the principal, who informed Seroussi that he could get a temporary parking ticket, but only after the property owner confirmed that he was in the process of changing the apartment from a residential business.
Seroussi received the requested approval from the property owner, and since then - for three weeks now - he has been trying, he says, to call the principal and her representative several times a day, and has not received a response, not even to the emails he has sent to them.
"I have not had a parking permit for almost a month because no one answers me," says Seroussi. "From the house. I begged in emails that would address me and respond to my request, but so far I have not received an answer. In addition, they have already given three fines for parking without a sign. I did not think this would be the reception I would have in Jerusalem."
Following Israel Today's request, municipal representatives returned to Seroussi and approved a temporary parking ticket.
An inquiry we conducted with the municipality found that the four reports submitted to him were automatically canceled.
The Jerusalem Municipality said:
"The issue was addressed and Mr. Seroussi received a temporary parking ticket, after a delay due to failure to issue a required permit. The temporary parking ticket was issued until the end of the process of processing the property registration, then a permanent ticket will be issued."
What can still be done when an application to the municipality is not answered time and time again?
Apart from physically arriving at the scene, it is also possible to complain about the matter to the Ombudsman, who, among other things, also deals with civil complaints about local authorities.
