a provisional derogation by the Draghi government to avoid the "red zone".
This is what Valle d'Aosta is asking

In case of further admissions, entry into the red zone could take place as early as next Monday 24 January. A scenario that, according to the President of the Region, Erik Lavevaz, would be a "tragedy" because "it would mean closing the ski lifts at a time when there is some recovery compared to last year".
