The Ministry of Education issued executive instructions for Law 38 of 2021 on vocational education, which includes chapters on creating vocational high schools, provisions for dual vocational education, and the formation of production centers.
The executive instructions, a copy of which was obtained by SANA, stipulated the conditions for creating a vocational high school related to construction, the number of students, teaching frameworks and equipment necessary for the profession, provided that the study period is three years, during which the student receives theoretical information and practical training that qualifies him to engage in the labor market.
As for the specialized professional curricula, they are set according to the instructions in coordination between the Ministry of Education and the relevant ministries. As for the dual education curricula, they are prepared by the competent ministry in coordination with the business sector.
With regard to dual vocational education, the instructions indicated that it is based on the principle of building professional and technical manpower and providing it with the skills required in the labor market through a process of dual education and training in the vocational secondary school and the economic establishment.
According to the instructions, the business sector secures the training of the student within the economic establishments according to the study plan issued by the education sector and encourages him to carry out paid productive work on holidays and optionally in order to raise the level of his skills. The student also attends the economic establishment according to the work system in it and in accordance with the study plan.
The vocational high school, as stipulated in the instructions, may contract to carry out maintenance, repair and installation works for the benefit of the public, private and joint sectors, according to the professions it has.
The competent ministry can send students and workers of vocational education cadres with missions to specialize in various branches of vocational education to upgrade their technical information and complete their specialization. The conditions for these missions are determined in accordance with the Academic Missions Law. Each vocational high school is granted a financial advance of ten million Syrian pounds as a maximum to secure production requirements in accordance with regulations and laws, and it shall be paid At the end of each fiscal year.
