Vaccination pass: the rules in force from January 24

From next Monday, French people over the age of 16 will be subject to the vaccination pass, the Prime Minister announced at a p conference.


At the end of a new Health Defense Council, Prime Minister Jean Castex, accompanied by Olivier Véran, Minister of Health, held a press conference on Wednesday evening in which he presented a “precise timetable for the gradual lifting of latest "restrictions in the face of the Covid-19 epidemic.

Jean Castex notably announced the entry into force, from next January 24, of the vaccination pass, a new tool for managing the health crisis available to the government.

This launch of the vaccine pass will however be subject to a favorable opinion from the Constitutional Council, which must rule on the subject on Friday.

12-15 year olds remain subject to the health pass

Anyone over the age of 16 must have a complete vaccination schedule or a Covid-19 recovery certificate to take a long-distance train, plane or coach making an interregional journey.

The vaccination pass will also be necessary to go to the restaurant or the cinema.

"It will no longer be possible to go to his places with a simple negative test," said the Prime Minister.

The French having to go to hospitals, nursing homes, as well as to medico-social establishments will however not need the precious sesame.

A simple negative test will suffice, “as was already the case today”, indicated Jean Castex.

As has already been specified during the adoption of the bill on the vaccination pass, minors under the age of 16 will not be affected by this form of compulsory vaccination.

12-15 year olds will therefore always be subject to the health pass.

They will therefore be able to go to the restaurant or take the TGV thanks to a negative test, a certificate of recovery, or a complete vaccination schedule.

A vaccination pass under conditions for first-time vaccinators

People who will be vaccinated for the first time will be able to have access to a valid vaccination pass under two conditions, said Jean Castex.

First, they will have to guarantee that they will receive their second dose one month after the first injection.

Finally, they will have to submit to the presentation of a negative PCR or antigen test of less than 24 hours.

The vaccination pass, "whose necessity is beyond doubt today", "assumes to put pressure on the non-vaccinated", it is however thanks to the latter that the government is able to announce the " gradual lifting of health restrictions “which weigh on the entire population, explained Jean Castex.

If the “health pressure drops to the lowest”, and if “the hospitals were no longer overloaded”, then the government would consider suspending the use of the vaccine pass, the Prime Minister further indicated.
