(ANSA) - ROME, JANUARY 22 - To merge and centralize purchases as much as possible to get better prices, stem organizational shortcomings due to fragmentation and establish a single registry of contracting authorities: with a memorandum of understanding between Prime Minister Mario Draghi and the President of the Authority National Anti-Corruption Giuseppe Busia, the process of redevelopment of contracting stations and central purchasing bodies, among the qualifying points of the PNR, is getting underway.
"Anac has long argued the urgent need to intervene in the chaos of over 36 thousand contracting stations, in the direction of reduction and simplification", underlines the president of the Anti-corruption Authority Giuseppe Busia: "Territorial limitation must be overcome. If a region is capable and specializes in a type of purchases, must be able to do it without regional limits, favoring purchases of higher quality goods at better prices, with greater knowledge of the market and the ability to obtain better conditions. at European level".
The aim is to act quickly: the joint Government-Anac working table will have to make the new system operational so that it is ready and tested before the reform of the Procurement Code enters into force.
The Guidelines with the operating procedures will be adopted by 31 March.
