Combine and centralize purchases as much as possible to get better prices, stem organizational deficits due to fragmentation and establish a single registry of contracting authorities: with a memorandum of understanding between Prime Minister Mario Draghi and the president of the National Anti-Corruption Authority Giuseppe Busia , the process of redevelopment of the contracting stations and central purchasing bodies, one of the qualifying points of the NRP, comes to life.

"Anac has long argued the urgency of intervening in the chaos of the over 36 thousand contracting stations, in the direction of a reduction and simplification", underlines the president of the Anti-corruption Authority Giuseppe Busia: "The territorial limit must be exceeded. If a region is capable and has specialized in a type of purchase, it must be able to do it without regional limits, favoring purchases at better prices of higher quality goods, with greater knowledge of the market and the ability to obtain better conditions. Let's think about what would have happened if the anti-Covid vaccines they had been purchased by every single local health authority, rather than at a European level ".

The aim is to act quickly: the joint Government-Anac working table will have to make the new system operational so that it is ready and tested before the reform of the Procurement Code enters into force.

The Guidelines with the operating procedures will be adopted by March 31st.
