In 1996, a woman and a girl were murdered in the English county of Kent - two years later Michael Stone was convicted of the crime.
He himself had always denied his guilt and now there is an indication that he may have been telling the truth.
Levi Bellfield, convicted of several murders, confessed to the crime, the PA news agency and the BBC reported, citing lawyer Stones.
"I can say that I received a four-page statement from Bellfield that is a real confession, an absolutely amazing breakthrough," said lawyer Paul Bacon.
In the letter, Bellfield is said to have given details about the attacks, his clothing and his escape.
'Nothing like this has ever happened before.
I committed a crime and another person has been arrested for it,” the lawyer quoted the BBC as saying from the letter.
Bellfield wanted to apologize to Stone and the victims' families and said he was willing to speak to the police.
"I wasn't quite right in my head during my violent acts." Attorney Bacon expressed optimism that Bellfield would plead guilty even if charged.

In July 1996, a woman was walking down a dirt road with her six- and nine-year-old daughters when they were ambushed, tied up and attacked with a hammer.
Only the older daughter survived the attack.
Stone was convicted of two counts of murder and one count of attempted murder in 1998.
He tried several times unsuccessfully to take action against the verdict.
Bellfield's alleged confession will now be forwarded to the Criminal Cases Review Commission (CCRC).
A spokeswoman for the Crown Prosecution Service said the case was "not a matter for the prosecution at this time" but that it stood ready to help with either a new police investigation or a referral to the prosecution.
