The Draghi Government turns one year, mission to relaunch Italy

Mario Draghi's government turns one year old on February 13th.

It is the sixty-seventh executive of the Italian Republic, the third of the XVIII legislature.

Due to its characteristics it is defined as an executive of national unity, gathering a very large majority that goes from the left to Salvini's League. 

He entered the fullness of powers by obtaining the confidence in the Senate on February 17, 2021 with 262 votes in favor, 40 against and 2 abstentions, 161 would have been enough to have an absolute majority.

While in the Chamber it had 535 votes in favor (316 would have been enough), 56 against and 5 abstentions.

Giuseppe Conte's successor took office in Palazzo Chigi on February 13, 2021, after having sworn in the hands of Sergio Mattarella at the Quirinale.

With two fundamental objectives:

overcoming the dramatic crisis of the Covid pandemic and helping the country to restart by

defining projects, many of which are infrastructural, financed with the European recovery plan: over 220 billion in total made available by the EU that our country will be able to spend only on basis of well-defined projects within the NRP, the National Recovery and Resilience Plan.

Two decisive challenges that the Prime Minister faces with great energy, first of all by entrusting the role of extraordinary commissioner for the implementation and coordination of containment measures and contrasting the COVID19 emergency.

A role based on the priority "mission" of launching and completing the national vaccination campaign against the coronavirus.

And then involving all the government structures (starting with the ministries) and the local realities in a delicate work of fine-tuning numerous public works projects, of which 45 to be strictly completed by June.

A real tour de force, also communicative, with the premier, ministers and technicians in the front row to explain to the citizens, region by region, city by city, the meaning of this initiative.

A "rescue" mission that has had quite a few shocks in recent months, above all due to the differences of views between the parties of the heterogeneous majority that have coalesced around the Executive of the former ECB Governor.

Just think of the measures to combat the pandemic, with the choice of achieving a substantial total vaccination of the population: an option not shared by all but in the end "digested", with important results, also thanks to a defined uncompromising approach.

In some passages of his Executive, Draghi imposed himself on the parties, it is agreed in various political sectors.

He has always tried to give a defined line to his action.

And this, despite several discrepancies on the measures to be taken.

On the other hand, it was the pandemic and the paralysis of a political system in difficulty that diverted it to Palazzo Chigi.

His decision-making has made some evoke the specter of de facto semi-presidentialism.

In the eyes of Europe Draghi is the man who cannot be ignored, "the lender of last resort" of Italian institutional capital.

His presence at the top of the state - agreed in the EU, in many European capitals and in national political and economic circles - is an element of stability and guarantee for the implementation of the Recovery Plan.

All chips that many in Italy hoped to use to elect him to the Presidency of the Republic at the end of Sergio Mattarella's mandate.

And he, in the traditional press conference at the end of the year, as a man of the institutions, indeed as a "grandfather"

The match for the Quirinale has certainly radicalized two very strong visions, that of those who wanted the current prime minister in place of Mattarella and that of those who believed that his mission to the government was not over yet.

Result: Draghi remained at Palazzo Chigi and Mattarella at the Quirinale.

A solution that in the end satisfies everyone.

And which relaunches government action, as seen with the reform of the CSM and with the announcement of a detailed aid plan to contain the cost of the energy bill.

This time with one more warning to those who somehow still seem to pull him by the jacket to build him an "after-Palazzo Chigi": "SuperMario" will never enter politics.
