A World War II bomb weighing 500 kilograms was discovered during construction work in the Prenzlauer Berg district of Berlin.
According to the police, specialists in forensic science should defuse the bomb on Thursday.
A restricted area with a radius of 250 meters was set up.
Nobody is allowed to stay there during the defusing.
About 9,000 people have been reported in the area.
To inform the population, the emergency services used loudspeaker announcements and rang the doorbell.
There are also two refugee shelters on the site.
The Velodrom, a large event hall, should serve as emergency accommodation, as police spokesman Martin Hallweg said.
People with Corona should be accommodated separately.
It was not clear exactly how many people were affected by the evacuation, as some of them are probably not at home anyway.
The police expected it to take around midnight for the bomb found on Kniprodestrasse to be defused.
Bus, tram and S-Bahn services were also disrupted.
