Television images, relaunched on social media, show a massive explosion after what could be a missile or bomb detonated at a building that the Kyiv Independent newspaper identifies as the seat of the regional government.

S&P has cut the rating of four Russian banks: these are the subsidiaries in Russia of the Austrian Raiffeisenbank and Unicredit, as well as the Russian Gazprombank and Alfa-Bank.
The rating, Bloomberg reports, has been placed under scrutiny with negative implications as banks face increased geopolitical and economic risks.
"In our view, the escalation of tension between Russia and Ukraine, the Russian operations in Ukraine and the widening of sanctions against Russia could lead to conditions that will ultimately destabilize the Russian economy and financial system."
