He is the seventh reporter to be killed in the Latin American country in recent months.
Muñiz was also a police reporter for the news portal »Testigo Minero« and a taxi driver.
Reporters often work part-time jobs in Mexico, especially in the provinces.
The body was found in a car with gunshot wounds, local media reported.
The background to the attack initially remained unclear.
"Testigo Minero" demanded that the attack be investigated and those responsible arrested.
Muñiz has been reporting for the news portal for several years and is commonly known as "Rigoberto" or "The TX".
Governor Monreal condemned the murder.
"Neither this nor any other act must go unpunished," he wrote on Twitter.
Mexico was the most dangerous country for journalists in 2021 for the third year in a row, according to Reporters Without Borders.
According to this, seven journalists were killed in connection with their work in the Latin American country this year.
According to the organization »Article 19«, it is often corrupt local politicians and drug cartels who take action against the press.
According to the government, more than 90 percent of attacks go unpunished.
